A rare and exciting opportunity has arisen for a high calibre individual to join us as the BSIP Technical Lead to continue the delivery of Derbyshire’s high-profile Bus Service Improvement Plan (BSIP) programme. 

Derbyshire was successful in being awarded substantial Government funding to deliver improvements to bus infrastructure and services across the county, enabling a “once in a generation” opportunity to improve and expand Derbyshire’s public transport offer and encourage modal shift onto buses.

The BSIP Technical Lead post is at the forefront of providing positive and strong leadership to ensure all the programme measures continue to be delivered and processes are in place to monitor progress.  The successful candidate will provide highly specialist technical oversight and strategic direction of many of the large-scale work packages contained within the Bus Service Improvement Plan (BSIP).  It is essential that they have extensive knowledge and experience of the public transport sector and its legislative framework and ideally have worked in a local transport authority or related organisation.  They will lead the work of external contractors, consultants, and specialist designers; scope out, develop and steer their work, ensuring work is delivered to the critical timescales, whilst meeting key milestones.  They will engage collaboratively with local bus operators and other key partners to ensure the BSIP Programme continues to be implemented on track and on budget.

•    Ability to manage relationships, resolve conflict, and influence and direct 
•    Proven experience and success in managing major programmes, managing multi-million budgets, across a diverse range of projects.

It is an exciting time to join the BSIP Team at the start of the next chapter for public transport in Derbyshire, as all functions will be transferring to the East Midlands Combined County Authority (EMCCA) by 1 April 2026.  Therefore, this post will be subject to TUPE to the EMCCA following recruitment and before this date.
