We're seeking a Lead Technical Project Manager to join our Business Engagement team in Digital Services. In this hybrid role, you’ll lead and manage a team of Technical Project Managers, providing strategic direction, coaching, and support to ensure successful delivery of digital projects across the council. You’ll use your technical expertise and leadership skills to drive innovation, improve services, and support the Council’s digital transformation goals.

About the Role

As the Lead Technical Project Manager, you’ll be responsible for overseeing the planning, execution, and delivery of complex digital projects that span a wide range of service areas. You’ll ensure that projects are delivered on time, within scope, and aligned with the Council’s Digital Strategy.

You will manage and develop a team of Technical Project Managers, fostering a collaborative and high-performing culture. Your leadership will be key in supporting their professional growth, ensuring consistency in delivery approaches, and maintaining high standards across all projects.

You’ll also work closely with the Engagement Manager and the Lead Business Analyst to prioritise workloads, shape team processes, and continuously improve ways of working across the wider delivery function.

Please note, this is a hybrid role and there is an expectation to work from County Council offices in Matlock as required to support collaboration and delivery.

Responsibilities:

  • Lead, manage, and develop a team of Technical Project Managers.
  • Oversee the delivery of digital projects from initiation through to completion.
  • Collaborate with the Engagement Manager and Lead Business Analyst to prioritise work and shape team processes.
  • Manage project scope, timelines, resources, risks, and budgets.
  • Coordinate cross-functional teams, including developers, analysts, and service leads.
  • Ensure technical solutions meet business needs and are delivered to a high standard.
  • Promote agile and flexible delivery approaches where appropriate.
  • Support procurement, contract management, and supplier engagement.
  • Champion continuous improvement and innovation in project delivery.

Skills & Experience:

  • Proven experience in technical project management, ideally within the public sector.
  • Demonstrated experience in managing and developing high-performing teams.
  • Strong understanding of digital technologies and service transformation.
  • Excellent communication and stakeholder engagement skills.
  • Ability to manage multiple projects and competing priorities.
  • Experience with agile, waterfall, or hybrid delivery methodologies.
  • Strong problem-solving and decision-making capabilities.
