We're seeking a Lead Business Analyst to join our Business Engagement team in Digital Services. In this role, you'll lead and manage a team of Business Analysts, providing strategic direction and day-to-day support. You’ll work on projects across the council, using your analytical and leadership skills to drive service improvements and deliver meaningful change.

About the Role

As the Lead Business Analyst, you’ll collaborate with stakeholders across the Council to identify needs, define business processes, and deliver innovative solutions that drive efficiency and improve outcomes for our residents. You will play a critical role in projects that span a range of service areas, ensuring solutions align with the Council’s Digital Strategy.

You will also be responsible for the line management and professional development of the Business Analyst team—supporting their growth, fostering a collaborative culture, and ensuring high-quality analysis across all projects.

In addition, you’ll work closely with the Engagement Manager and the Lead Technical Project Manager to prioritise workloads, shape team processes, and continuously improve ways of working to ensure the team delivers effectively and consistently.

Please note, this is a hybrid role and there is an expectation to work from County Council offices in Matlock as required to support collaboration and delivery.

Responsibilities:

  • Lead, manage, and develop a team of Business Analysts.
  • Collaborate with the Engagement Manager and Lead Technical Project Manager to prioritise work and shape team processes.
  • Analyse business processes and solutions to identify opportunities for improvement.
  • Work with service teams to understand their business requirements.
  • Design and document effective solutions to complex problems.
  • Support project management, development, procurement, and delivery processes.
  • Champion the use of technology to enhance service delivery.
  • Promote best practice in business analysis and contribute to the continuous improvement of the function.

Skills & Experience:

  • Proven experience as a Business Analyst, ideally within the public sector.
  • Demonstrated leadership and team management experience.
  • Strong understanding of organisational operations and service delivery.
  • Excellent communication skills, with the ability to translate technical concepts for non-technical audiences.
  • Skilled in process mapping, requirements gathering, and problem-solving.
  • Ability to influence and build relationships with stakeholders at all levels.
