Reporting to the Organisation Development Manager within the Learning & Development team, this role will lead and deliver large, new complex and transformational Organisation Development projects which are council wide, from concept to implementation that will support the effective development, deployment and delivery of the Council plan and people strategy.

A proactive, self-starter who is confident to lead projects independently and collaborate with others to deliver.  This is a fantastic opportunity to join a great team and work together to drive positive change.

Key Responsibilities:

  • Develop and deliver robust strategies for leadership development, talent management, performance management and employee engagement, ensuring fit for purpose solutions are delivered aligned to future organisational needs.
  • Efficiently identify, determine cause, propose and implement solutions to solve complex problems across the full range of OD workstreams.
  • Design and implement effective leadership learning solutions that drive cultural change and align with our strategic objectives, including our leadership forums.
  • Spearhead talent development initiatives to support strategic workforce plans, including career planning, development workshops and succession planning, to ensure a pipeline of talent.
  • Collaborate and work across the HR function to drive organisational change, partnering with our HRBPs to enable the delivery of organisation development priorities and ensure our customers/end users are both involved and engaged in the importance in our high performing culture.
  • Work closely with the Senior Employee Engagement Lead, interpreting feedback from employee voice and leaders and ensuring all new OD initiatives are linked to the internal communications strategy as well as our strategic narrative and organisational integrity
  • Lead on benchmarking and implement best practise across the full sphere of OD activity based on internal and external expertise and experience within and outside the sector.

Qualifications and Skills Required: 

  • Proven experience in developing and deploying OD strategies within a large, complex organisation.
  • Experience of the breadth of organisation development in previous roles is essential with specialist knowledge of cultural change, talent management, leadership development, performance management, apprenticeships and implementing large transformational projects in a unionised environment
  • Supporting complex transformational and cultural change.
  • Strong problem solving skills, a wide network to bring new ideas and share best practice
  • Strong project management, organisation and planning skills.
  • Ability to think strategically and balance service and HR business needs, with sound decision making skills.
  • Commitment to continuous professional development, with relevant qualifications such as CIPD Level 5 or equivalent.
