About the Role

We are pleased to invite applications for the role of Finance Manager – Corporate and Technical, a key leadership position within the Council’s Finance service. This is an excellent opportunity for a qualified and experienced finance professional to lead the delivery of high-quality corporate and technical finance services, supporting the Council’s strategic and operational priorities.

Reporting to the Head of Corporate Accounting, you will manage a team of professionals and act as the Council’s recognised expert in technical and capital accounting. You will play a vital role in ensuring robust financial control, compliance with statutory requirements, and the provision of timely, accurate financial information to support decision-making at all levels.

Key Responsibilities
•    Lead the corporate and technical finance team, embedding a performance-driven culture aligned with Council priorities.
•    Provide expert advice on taxation, statutory compliance, and technical accounting matters.
•    Design and maintain financial policies, procedures, and modelling practices to support complex financial analysis.
•    Ensure strong financial controls and accurate reporting to deliver tangible outcomes and assurance.
•    Produce and analyse key financial documents including business cases, reports, and guidance.
•    Manage the Council’s response to legislative changes and deliver key projects to embed service improvements.
•    Contribute to strategic planning activities including the Council Plan and Departmental Service Plan.
•    Identify opportunities to maximise funding streams and deliver efficiency savings.
•    Build effective relationships with internal and external stakeholders, including elected Members and auditors.

About You
We are seeking a CCAB (or equivalent) qualified accountant with substantial post-qualification experience in a large and complex organisation. You will have a proven track record of leading teams, delivering complex financial projects, and influencing outcomes in a political environment.

You will bring:
•    Strong technical knowledge of financial and statutory regulations
•    Excellent analytical, ICT and financial modelling skills
•    The ability to communicate complex financial information clearly to non-specialists
•    A collaborative approach and commitment to continuous improvement
•    Political awareness and the ability to operate confidently in a member-led environment
