Are you passionate about shaping public spaces and delivering high-quality capital projects? Derbyshire County Council is looking for a proactive and skilled Intelligent Client Officer to support the planning and delivery of property construction projects across the county.

This is an exciting opportunity to work at the heart of our Property Commissioning team, helping to ensure that our buildings meet the needs of our communities now and in the future.

About the Role

As an Intelligent Client Officer, you will support internal clients throughout the full lifecycle of capital projects, from initial feasibility to delivery. You will provide strategic planning advice, help develop project briefs, and work closely with our delivery partner, to ensure that design proposals meet client needs and align with council priorities.

You will play a key role in ensuring that projects are well scoped, sustainable, and deliver long-term value for the Council and its residents.

Key Responsibilities

  • Support the development of project briefs and feasibility studies in collaboration with service departments and Asset Management.
  • Provide strategic advice on project planning, procurement, and design.
  • Review and challenge design proposals, specifications, and cost plans to ensure alignment with client requirements and council objectives.
  • Assist in commissioning professional services from our delivery partner.
  • Contribute to the development of standard specification requirements and performance indicators.
  • Report on capital project progress, funding requirements, and approval status.
  • Promote sustainable design and carbon reduction in all property-related projects.

About You

You will be a confident and collaborative professional with:

  • A degree or professional qualification in a related subject with relevant post-qualification experience,
    or
    A Level 4 qualification in construction, project management, or building design with significant relevant experience.
  • Experience in capital project planning, procurement, or asset management.
  • Familiarity with public sector property management and procurement processes.
  • Strong communication and stakeholder engagement skills.
  • The ability to assess and influence design proposals and project outcomes.
  • A commitment to continuous learning and climate-conscious working.

Corporate membership of a relevant professional body (e.g. ARB, CIOB, RIBA, RICS) is desirable.
