Derbyshire County Council continues to strengthen its One Council approach, bringing together Business Services into a single, professional and collaborative function that supports services to deliver the best possible outcomes for residents.
We are seeking an experienced and values-driven Business Services Manager (Grade 10) to join our Business Services function on a full-time, fixed-term basis, supporting the Direct Care Scheduling Service (Flexible Resourcing).
The role represents an important shift in how we operate — moving from a purely operational model to a business services-led function, working in close partnership with Direct Care colleagues to deliver responsive, high-quality support.
Reporting to a Senior Business Services Manager, you will play a key role in ensuring the effective delivery, development and continuous improvement of workforce scheduling that underpins safe, timely care delivery.
What you’ll be doing
As a Business Services Manager, you will:
- Provide visible, inclusive leadership to Business Services teams, creating a culture where colleagues feel supported, valued and clear about expectations
- Lead the day-to-day delivery of a responsive and efficient Scheduling Service, ensuring resources are effectively planned and deployed to meet changing demand
- Work in close partnership with Direct Care operational teams, understanding service pressures and delivering practical, proportionate business service solutions
- Lead and develop a skilled scheduling workforce, including recruitment, performance management, and ongoing development of staff
- Act as a key escalation and liaison point for stakeholders, providing expert advice on systems, processes, policy, and regulatory requirements
- Drive continuous improvement, identifying opportunities to streamline processes, enhance quality, and improve service resilience
- Monitor performance and quality, ensuring services meet internal governance and external regulatory standards
- Use data, insight and analysis to inform decision-making, demand planning, and service improvement activity
- Contribute to longer-term service development, supporting the evolution of the Scheduling Service within the One Council model
- Support budget monitoring and resource planning, ensuring value for money and effective use of resources
- Build strong relationships across services, enabling a joined-up, collaborative approach to business support
- Contribute to audit, inspection and assurance activity, ensuring robust processes and compliance
What we’re looking for
This role is suited to a manager who:
- Leads collaboratively, building strong, trusted relationships across business services and operational teams
- Has experience in managing complex services and teams, including performance, change and workforce development
- Understands how business services can enable frontline delivery, particularly in a demanding, customer-focused environment
- Is confident working with data and insight to manage demand, prioritise effectively and improve outcomes
- Has experience of scheduling, workforce planning, or service coordination (ideally within a regulated or care environment)
- Demonstrates political awareness, professionalism and sound judgement
- Can interpret and apply policy, governance and regulatory frameworks, ensuring compliance and quality standards
- Is committed to continuous improvement, with the ability to translate strategic priorities into practical operational delivery
- Brings resilience, empathy and strong interpersonal skills, supporting colleagues while maintaining service focus
- Is aligned to the Council’s values, with a strong commitment to equity, inclusion and continuous learning
