A rare and exciting opportunity has arisen for a high calibre individual to join us as the Programme Manager to deliver Derbyshire’s ambitious and high-profile Bus Service Improvement Plan (BSIP) programme.

Derbyshire has been successful in being awarded £47m of Government funding to deliver improvements to bus infrastructure and services across the county including: 

  • Improved frequency, reliability and new bus services
  • New ticketing arrangements to offer better value fares
  • New Transport Hubs to bring bus routes together with other forms of transport to allow easier interchange between services

This is a “once in a generation” opportunity to improve and expand Derbyshire’s passenger transport offer and encourage modal shift to contribute to the Council’s net zero carbon targets.  The Programme Manager will be at the forefront in providing positive and strong leadership to ensure all the measures are delivered, there is clear and shared vision, and processes are in place to monitor success. 

The successful candidate will lead the Council’s Enhanced Partnership which consists of local bus operators and other key partners and works collaboratively to ensure the BSIP Programme is implemented on track and on budget. 

The postholder will lead and motivate a team of project managers, and focus on clear outcomes, high quality improvements, and sustainable delivery.  The personal qualities we are seeking from this postholder include: 

  • Leadership and advanced communication skills including political astuteness
  • Ability to drive transformational, behavioural, and cultural change
  • Personal resilience and ability to work under pressure and to deadlines
  • Ability to be creative and innovative and empower others to do the same
  • Ability to manage relationships, resolve conflict, and influence and direct
  • Proven experience and success in managing major programmes, managing multi-million budgets, across a diverse range of projects.
