Recruitment Advert – Service Manager (Work & Health), Public Health

Derbyshire County Council
Job Grade: 13 | Full Time | Adult Care – Public Health (Work & Health) | Fixed Term until March 2030

This role is offered on a fixed-term basis, as it is supported by finite project funding available until March 2030.

Are you committed to reducing health inequalities and improving the wellbeing of Derbyshire’s residents?
Do you believe that good work is a powerful determinant of health?
If you are motivated by system-wide change, collaborative leadership and evidence‑informed public health practice, we want to hear from you.

About the Role

We are looking for an ambitious and skilled Service Manager (Work & Health) to lead the delivery of a high‑quality Supported Employment programme embedded within Derbyshire’s wider public health approach.

This role is central to improving population health by enabling residents facing disadvantage to access secure, meaningful employment — a proven protective factor for health, independence and long‑term wellbeing.

As a leader within Public Health, you will work alongside the Public Health Lead to connect clinical, social, economic and community systems to create conditions that enable better outcomes. You will work across organisational boundaries with partners including employers, the NHS, EMCCA, DWP, community organisations and local residents.

What You’ll Be Doing

  • Leading a fidelity‑based Supported Employment service that improves health outcomes and reduces inequalities across Derbyshire
  • Embedding a public health, evidence‑informed approach across service design, workforce development and delivery
  • Ensuring services are shaped by local population need, insights and community engagement
  • Using data, intelligence and quality assurance to drive continuous improvement and monitor health impact
  • Strengthening partnerships that support prevention, early intervention and inclusive employment pathways
  • Managing budgets proactively to ensure services are sustainable, efficient and equitable
  • Chairing multi‑agency meetings and panels, representing Public Health in complex system discussions
  • Identifying gaps, opportunities and innovations to improve access to good work as a determinant of health

About You

You will be committed to population health improvement, with a deep understanding of Supported Employment principles and their role in tackling inequalities. You will have experience of leading complex services, inspiring teams and working across systems to achieve shared outcomes.

You will have:

  • Strong knowledge of health inequalities, social determinants of health, and evidence‑based public health practice
  • Experience of leading services that deliver measurable improvements for communities
  • Skills in partnership working, influencing, negotiation and system leadership
  • Understanding of labour market dynamics and employer engagement
  • Budget management, quality assurance and project management expertise
  • The ability to work strategically, flexibly and collaboratively within a complex public-sector environment

Why Join Public Health in Derbyshire?
