We are looking to appoint a Compliance and Data Officer to play a key role in strengthening procurement governance, transparency, and data quality across the Council.

This is an important specialist role supporting the continued development of a modern, strategic procurement function. You will lead on procurement compliance monitoring, data quality, and reporting, ensuring that procurement activity is auditable, robust, and aligned with legislative and internal governance requirements.

You will work at the centre of the procurement function, using data, systems, and insight to support continuous improvement, audit readiness, and informed decision‑making.

What You Will Be Doing

  • Leading on procurement compliance monitoring, including statutory publication requirements and internal controls
  • Developing and maintaining dashboards, reports, and data insights using tools such as Power BI and Excel
  • Managing data cleansing and validation processes across contract registers, procurement systems, and spend data
  • Supporting the implementation and ongoing development of the Council’s commercial and contract management systems, including data migration, testing, and user support
  • Auditing procurement records and identifying risks, gaps, or non‑compliance, escalating issues where appropriate
  • Supporting responses to audit activity, FOI requests, and internal reviews
  • Working closely with Procurement,  Finance, Legal, ICT, and Audit colleagues
  • Managing and maintaining procurement guidance, templates, intranet content, and shared document libraries
  • Contributing to the development of automation, analytics, and AI‑enabled tools to improve procurement insight and performance
  • Acting as a key point of contact for procurement data, systems, and compliance queries

About You

You will be highly organised, detail‑focused, and confident working with data in a regulated environment. You will enjoy improving processes, ensuring accuracy, and providing insight that supports good decision‑making.

You will bring:

  • Experience in data analysis, reporting, and data quality management
  • Strong Excel skills and experience using Power BI or similar tools
  • An understanding of compliance, governance, audit, or records management
  • Confidence working with systems and supporting system implementations or upgrades
  • The ability to interpret policies, procedures, or legislation and apply them in practice
  • Strong communication skills, with the ability to explain data and compliance requirements clearly

Experience within procurement, finance, or the public sector is desirable, but not essential.

Essential Qualifications

  • A relevant professional qualification (or working towards one) in data, analytics, information management, or digital disciplines, or
  • Substantial demonstrable experience in a data analyst, data reporting, or information management role, with evidence of continuous professional development
