The Adult Social Care Commissioning team are looking to recruit an enthusiastic and talented Senior Commissioning Officer.

You will play a key role in supporting the team in delivering our strategic priorities outlined in the ASC Best Life Strategy, the Adult Social Care and Health Service Plan and the Council Plan, whilst ensuring that commissioned service provision meets our Care Act statutory duties, delivers positive outcomes for people and represents value for money. 

This includes the planning, design, procurement, and development of services that support people with a range of needs including those with dementia, mental ill health, learning disabilities, sensory impairments, autism, physical disabilities and their family carers.  The team works in partnership with people who draw on care and support and their carers, as well as a wide range of stakeholders across health, housing and the voluntary sector.

You will be self-motivating, flexible in your approach, have a strong commitment to service improvement and a clear focus on improving outcomes for people who draw on care and support.

Specific responsibilities include but are not limited to:

  • Leading on and/or supporting, specific projects and activities within the portfolio
  • Reviewing service provision, identifying gaps and opportunities for further development, ensuring the health and social care needs and preferences of local communities, the public and professionals are understood to inform the design and delivery of commissioned support
  • Keeping up to date with changes in legislation, policy and strategy developments and good practice, and to produce guidance and briefings where appropriate for the County Council and public health partners
  • Contributing to the development, preparation, maintenance and implementation of relevant commissioning strategies and action plans
  • Co-ordinating and undertaking research, benchmarking, data analysis and service reviews to inform commissioning plans
  • Co-ordinating and undertaking engagement and co-production activity to ensure that a range of stakeholder views are used to inform the design and delivery of care pathways and commissioned service provision
  • Supporting service redesign and specification development, procurement, contract implementation and quality monitoring
  • Partnership working with external agencies, including statutory and non-statutory health and social care providers, representatives from Integrated Care Board System, district and borough councils and the voluntary sector
