We are seeking two full-time (37 hours) trainees, one to enforce food safety and health and safety legal standards and the other in the ICT Support Team. Successful trainees will transition into a permanent role upon completing their training and qualifications. The qualifications will be fully funded by the Council and the trainee salary is competitive, starting at Grade 4 (£26,824 - £28,598) which will increase either by career graded progression or on appointment to a permanent role subject to successful completion of training and relevant qualification.

Trainee post – Regulation Technician – Food safety and health and safety

The Council has an exciting opportunity for an individual who wishes to build their career in protecting public health by enforcing food safety and health and safety requirements in businesses. They will achieve this through visits and inspections of businesses and commercial premises. They will undertake investigations and play a part in supporting businesses in finding solutions to help them meet legal standards.  Where standards are not met legal, sanctions will need to be employed through formal legal action e.g. the service of formal notices and prosecutions which the officer will undertake once qualified.  The trainee will develop their interests in food safety, health and safety, legal processes, public health protection, undertaking investigations. 

The Council has a wide variety of businesses within the district ranging from sole traders to large manufacturers and food processors sending food around the world.  

We require applicants to have the entry requirements for the Certificate of Higher Education in Food Safety and Food Legislation at Birmingham University (Level 5).  Typically, candidates might have a City & Guilds plus several years' experience in catering and /or manufacturing role; a Level 3 (Intermediate) or Level 4 (Advanced) Food Hygiene Award from the Chartered Institute of Environmental Health (or other equivalent). Candidates should contact the course coordinator at Birmingham University to confirm they will be accepted on the course. Confirmation that you will be accepted on this course will be required to be confirmed on your application.

After successful completion of the Certificate or Higher Education, the trainee will then gain the Higher Certificate in Food Control (Level 5). Both these courses will involve both distance and attended learning at Birmingham University. 

The trainee will also be required to pass the Practical Food Inspection Course. This involves how to identify fit and unfit food for human consumption and food identification. 

In addition the applicant will need to obtain NEBOSH General Certificate  - Health and Safety - via distance learning. 

These qualifications will be fully funded by the Council. 

Consideration will be given to applicants who have already commenced training in the Higher Certificate in Food Safety and legislation  or NEBOSH General Certificate. 

You will need to have initiative, be self-motivated, have attention to detail, have an inquisitive mind, be organised with excellent communication skills. Report and letter writing skills and are essential as are good timekeeping. 

Due to the nature of the role, there is a genuine occupational requirement for the post holder to meet a certain level of physical fitness. This is necessary to safely and effectively carry out duties such as accessing and inspecting a range of premises, walking across uneven terrain, standing for extended periods, bending, kneeling, climbing stairs or ladders in varied weather conditions.  This requirement is a proportionate means of achieving the legitimate aim of ensuring public and employee safety and service delivery. 

The successful candidate will need to attend the council offices on a day to day basis to work with colleagues to gain the necessary experience and instruction so most of the training is not able to be completed at home. 

The successful candidate will need to be confident at speaking to people face to face and on the telephone. They will need to be able to be assertive and persuasive when working alone in unfamiliar locations and dealing with complex problems involving potential confrontation. Out of hours working will also be part of the role. Once qualified, the post holder will be required to undertake enforcement action against businesses, undertake investigations and be part of legal proceedings including attending court.

Applicants will need to hold a current UK full driving licence and have access to a car for business use to undertake the work on district. 

This trainee post is for 2 - 3 years (dependant on progress to gain of qualifications) whilst working alongside the Councils Regulation Team with the potential for full-time permanent employment for the right candidate at the end of the training programme, subject to successful completion of the training and qualifications.
