About the Role
Are you an IT professional with a passion for improving processes, optimising supplier performance, and ensuring digital services deliver real value? Derbyshire County Council is looking for an experienced and analytical Organisational Management Senior Officer to lead our vendor and contract management function and drive continuous improvement across our digital ecosystem.
In this role, you will combine technical understanding, commercial expertise, and a methodical, process‑driven approach to ensure our IT suppliers, contracts, and services operate efficiently, securely, and in line with organisational needs.
You’ll work with senior leaders and partners across the Council to refine processes, strengthen governance, and transform how we manage our digital provision.
Key Responsibilities
Lead the end‑to‑end negotiation, drafting, and lifecycle management of IT contracts, ensuring technical requirements, service standards, and security expectations are met.
Build and maintain high‑quality relationships with IT vendors, acting as the primary contact for queries, escalations, and issue resolution.
Drive process improvement across vendor and contract management, streamlining workflows, strengthening compliance, and embedding best practice.
Conduct detailed market analysis and vendor assessments, identifying opportunities for innovation, cost optimisation, and improved technical capability.
Monitor and analyse supplier performance using data, SLAs, and KPIs, delivering actionable improvements to service quality and reliability.
Evaluate technical risks associated with vendor solutions, renewals, and procurement activity, ensuring robust risk‑mitigation strategies are in place.
Work closely with engineers and service managers to ensure contracted services align with technical standards, operational needs, and transformation priorities.
Lead and mentor a team of contract and vendor management professionals, fostering a culture of technical rigour, continuous improvement, and customer focus.
Develop and maintain policies, controls, and governance frameworks that improve consistency, transparency, and quality across Digital Services.
About You
We’re looking for someone who is:
- Experienced in vendor and contract management, ideally in a large IT or service‑led environment, and understands how digital services support organisational goals.
- Process‑minded, with the ability to spot inefficiencies, improve workflows, and embed consistent, transparent, and effective approaches to contract and vendor management.
- Comfortable with technical information, able to understand how systems fit together and what good digital service delivery looks like.
- A strong communicator, skilled at translating complex or technical information into clear, accessible language for colleagues at all levels.
- Collaborative and relationship‑focused, able to work effectively across teams, suppliers, and stakeholder groups to achieve shared goals.
- Organised and analytical, confident using data, reports, and performance indicators to support decisions and drive improvements.
- A supportive leader, capable of guiding, developing, and motivating a small team to deliver high‑quality work.
