About the Role
As Recruitment Manager, you will lead the development and delivery of our recruitment strategy, talent attraction, temporary agency contract and on-boarding processes, ensuring an exceptional candidate experience. You’ll support the Council as it moves through significant change and transformation over the coming few years including the implementation of SAP Success Factors, leading to an efficient and high performing organisation which offers great value services for residents and service users.
The role is responsible for the organisation’s DBS safeguarding provision for both new staff and traded partners as well as our agency offering both via our managed service provider and off-contract arrangements.
You’ll work closely with HR colleagues, management teams, and key stakeholders to design and implement innovative recruitment interventions that meet our evolving workforce needs. This is a unique opportunity to influence organisational development and support the Council through a time of transformation.
Key Responsibilities
- Lead the development and implementation of the Council’s Recruitment Strategy and Talent Attraction methods, delivering transformational change to recruitment and on-boarding processes.
- Drive the Council’s recruitment social media strategy to enhance candidate engagement and response rates.
- Analyse and evaluate recruitment data to improve campaign outcomes, time to hire and candidate experience.
- Manage and coach a team of Recruitment Campaign Leads and Customer Service Advisors, fostering a high-performing, customer-focused environment.
- Ensure the Council’s DBS safeguarding is robust and audit ready.
- Lead flexible resourcing solutions, both agency and in-house, to support strategic workforce planning.
- Collaborate with HR colleagues and stakeholders to develop and implement HR policies that support organisational development and change.
- Lead senior recruitment processes via adherence to the Council’s constitution.
- Project manage key recruitment initiatives, ensuring delivery against defined timescales and targets.
About You
You will have:
- Successful experience leading recruitment teams in large, complex organisations.
- A proven track record of recruiting to a wide range of roles, including senior, management, high-volume, and hard-to-fill positions.
- Experience developing and implementing talent attraction and social media strategies.
- Strong stakeholder management, consultation, and negotiation skills, particularly in unionised and political environments.
- Demonstrable experience managing and facilitating change, with the ability to coach, influence, and effect change at all levels.
- CIPD Level 7 qualification or equivalent experience.
