Keep Derbyshire Moving: Resilience Commissioning Lead
Are you ready to play a vital role in safeguarding Derbyshire’s highways during winter and emergency events? We’re looking for an experienced Resilience Commissioning Lead to support the strategic commissioning and management of the Council’s winter maintenance service and network resilience activities.
This is a key role ensuring the county’s highway network remains safe, reliable, and prepared for severe weather and exceptional events. You’ll manage resilience-related assets, oversee critical staffing resources, and contribute to strategic planning that protects residents and supports economic activity.
About the Role
• Assist the Local Highway Commissioner in commissioning winter maintenance and resilience services.
• Apply asset management principles to maintain salt barns, grit bins, and weather stations.
• Manage farmer contractor and snow warden schemes, including recruitment and training.
• Provide specialist advice and support during emergencies and severe weather events.
• Review plant and equipment specifications to ensure service readiness.
• Monitor service performance and contribute to continuous improvement.
• Deputise for the Local Highway Commissioner in strategic forums and partnership meetings.
• Take ownership of technical enquiries, undertake site investigations, and develop solutions.
About You
• Significant experience in managing or commissioning highways winter maintenance services.
• Strong understanding of asset management principles and health and safety legislation.
• Excellent communication and stakeholder engagement skills.
• Ability to manage budgets, interpret financial data, and identify funding opportunities.
• Resilient and proactive, with the ability to work under pressure during adverse events.
Essential Qualifications and Experience
• Relevant professional qualification (e.g., HNC/HND in Civil Engineering or related discipline) or substantial relevant experience.
• Extensive experience in highways maintenance, specifically winter and resilience operations.
• Proven ability to manage contractors, suppliers, and volunteer groups.
Desirable
• Membership of a relevant professional institution (ICE, IHE, CIHT).
• Management or project management qualification.
• Health & Safety qualification (IOSH/NEBOSH).
