At Derbyshire, we have been on a journey to transform the way we deliver highway services to make them fit for the future and allow us to invest effectively in our network.  We have an exciting opportunity in our recently created Highways Commissioning Service.

The role of the Project Engineer - Forward Programmes is to support the Programme Development Manager in the creation and approval of the annual capital programme.  The successful candidate will assist the Programme Development team to consistently implement the Council’s strategic priorities in terms of our highway and related assets taking account of best practice, agreed specifications, standards, and our asset management policy.

This role will require wide ranging technical knowledge across highway assets, to support the service in the delivery of effective, efficient and value for money services.

Key responsibilities of this role are:

  • Supporting the development of a highway infrastructure forward works plan for carriageways, footways, structures, street lighting and safety fencing, including provision of benchmarking, asset valuation data and technical information to operational users concerning the condition and remedial works required at a strategic level within the highway network
  • To lead on the analysis of highways data and provision of evidenced programs to support the strategic direction for all investment in the Highway Network through the ongoing implementation of Highways Asset Management, Data Management and a Smart Asset Management System

  •  Support the procurement of annual surveys which feed into the development of the annual capital programme.

We are looking for someone with:

  • Expertise in a directly related field.
  • Experience of developing coordinating, preparing and maintaining long term programmes and plans.
  • A knowledge of asset management principles and an ability to apply them for a wide range of assets.
  • An ability to apply the principles of effective public sector commissioning to objectively assess need, based on evidence and information.
  • Ability to manage complex activities to achieve given targets and objectives.
