Principle Finance Officer – Exchequer Financial Services Payments Manager

Exchequer Financial Services controls the Councils main income and expenditure streams and acts as a key internal control. The finance function across the Council was recently reviewed resulting in a new operating model that centralised all departmental finance teams within CST. The new structure has adopted the three key principles of simplify, standardise and share and will allow it to provide a more enterprising one council approach to its service delivery, allowing it to capture efficiencies from across the organisation. This role is pivotal in developing and implementing the new Exchequer operating model across its functional areas.

The Exchequer section includes transactional functions such as childcare provider agreements and payments, purchasing, banking, debt recovery and financial processing. It operates on the SAP platform that is used to deliver Finance and HR services across all Council areas. The SAP operating system is in the process of a major upgrade which will provide Exchequer with the opportunity to deliver an ambitious series of system and process enhancements that will help achieve a more innovative and cost effective service delivery model that will complement the Council’s enterprising approach.

There will be significant system, business and cultural changes. This post will develop and embed these in relation to payment processing activities and provider contracting. It will include the implementation of a supplier early payment discount scheme and a review of invoice processing across the Council. The successful candidate will need to work collaboratively with existing Exchequer Managers, Finance Business Partners and Service Managers across the organisation.

As part of the interview process you will be asked to give a presentation. Your presentation should use Microsoft PowerPoint. The presentation must not last longer than 10 minutes on the following subject 

‘As Exchequer Financial Services moves to its new operating model, explain how you will develop, support and improve performance within the Exchequer service area.’
