We are looking for an experienced and driven Technical Supervision Manager to lead our technical supervision teams within the Highways Service. This is a key leadership role, ensuring that all highway engineering works, whether delivered internally or externally, meet the highest standards of quality, safety, and compliance.

About the Role

As Technical Supervision Manager, you will:
•    Lead and manage supervision teams across a wide range of construction disciplines including highways, drainage, lighting, structures, and more.
•    Act as the council’s lead expert on construction supervision and the NEC Supervisor role.
•    Ensure consistent, fair, and high-quality supervision of Section 278/38 works and internal construction projects.
•    Develop systems and processes that support quality assurance, risk management, and continuous improvement.
•    Collaborate with internal teams and external partners to ensure safe, efficient, and value-driven project delivery.
•    Provide strategic input into technical specifications, construction standards, and workforce development.

Key Relationships

You will work closely with:
•    The Head of Professional Services and other senior managers.
•    The Professional Services Partnering Manager and Highway Design Manager.
•    Delivery Managers, Development Control, and Programme Delivery Office.
•    External contractors, developers, and partner councils.

What We’re Looking For

Essential:
•    Senior-level managerial experience in construction or highways supervision.
•    Strong working knowledge of the NEC suite of contracts, particularly the Supervisor role.
•    Broad experience across highway construction disciplines.
•    Proven ability to lead teams, manage change, and resolve technical disputes.
•    Excellent communication, negotiation, and stakeholder engagement skills.
Desirable:
•    NEC Supervisor accreditation.
•    Experience with Section 278/38 processes and the Manual of Contract Documents for Highway Works.
•    Familiarity with NRSWA and adoption of new technologies in construction supervision.

Qualifications
•    Degree in a relevant discipline;
OR
•    Significant experience in supervising highway construction and maintenance in a similar environment.
